generally the bureaucracy is blamed for delays and others.i have observed very minutely the hindrances which not let them give their full.during the operations they start for improvement the first hindrance is that every person pressure to be a member of some organization or another.if you live in a city you can find easily any source through somebody your relative or friend.before independence very few were active in politics,only selected use to go for political affairs.it remained in control for two or three decades.seeing others taking benefit many joined one party or other or any organizations.this gave an opportunity to few anti socials to join any.all brought this in practice to associate with any party and get shelter.many earned money from unfair means and to get security and to stop retaliation by their opposites or prevent any untoward incident, this made a very bad image of politics.political support is a right of any person,he can vote to any.but any favor,prevention to admin became a disadvantage.decades back political parties were only active during action but now for little causes like road mishaps,admissions,active politics is there.many party portfolio holders reach the site,pressure starts coming in favour on or another.every party makes it a personal issue.this leads to confrontation and support to illegals and anti-socials.earlier it was not possible to gather supporters but due to mobile and fast CONVEYANCES PEOPLE ACCUMULATE AT ONCE.SUCH CAN BE SEEN IN THE CASE OF ANY CHECK FOR ELECTRIC,WATER,ASSESSMENT,OR IF ANY CHALLAN IS TO BE IMPLEMENTED .PEOPLE ARE FEARLESS TO BREAK LAW DUE TO SUCH UNDUE SUPPORTS.THIS POLICY IS ADOPTED BY ALL EITHER BUSINESS CLASS,COMMON MAN,PETTY VENDOR,PRIVATE CARRIER,OF ANY CASTE,CREED OR RELIGION,COMMUNITY.INSTEAD OF REPORTING TO POLICE THE PEOPLE START HANDLING MANY CASES BY THEIR OWN.HOW IT TO BE CONFIRMED THE SO-CALLED CULPRIT IS GENUINE OR CREATED.IF ALL WILL TAKE LAW IN THEIR HANDS IT CAN BE MISUSED FOR SOMEBODY IN HATRED OR JEALOUSY.YOU CAN HOLD OF CULPRIT THIS COURT OR ADMINISTRATION IS TO DECIDE THE REALTY.MANY TIMES UNKNOWN WAS KILLED BY MOB,AND THEN THE MYSTERY OF THE INCIDENT COULD NOT BE KNOWN.I WAS READING IN NEWS THAT A DACOIT WHO WAS DECLARED KILLED WAS ALIVE LIVING SOMEWHERE IN HIDE.ONE CASE WAS SOLVED AFTER 20YRS.A MAN CHANGED HIS ID AND EVEN GOT NEW ONE.SUCH ACTIONS CAN GIVE CHANCES TO Real antisocial elements and many will get rid of punishment after doing serious crimes.nobody a mob or public has a right to take action against any culprit,this gives an opportunity to be beside curtain when no evidences left.so only national causes must be supported by political leaders and they can use their platform to get resolved in proper way.
the administration should be left free of any pressure to solve the situations.small matters should not be highlighted for political benefits.strict action can be taken only if free to inquire impartially.sometimes the wrong get advantage by making such pressure.their is no religion,caste,creed of anti-socials or opportunists.their interest is only greed and to earn illegally,this is the duty of neighbors,public,political parties their senior position holders to only recommend after complete screening for membership,of any party.if anyhow a wrong enters its a duty of near residents to inform parties or administration.to reduce crime and corruption,it is important right information to concerned.every person can not be vigil ed by admin.this duty comes to citizens to keep well informed the admin.never in hatred or jealousy for that you can be punished for wrong information.this way only admin can control the wrong activities and the graph of crime will go down.it is responsibility of admin to not leak in any way the where about of informer it should be kept secret and under senior position,because such can create personal jealousy or harm.
the admin. can prove very active by surprise checking s without the knowledge of subordinates.outside senior officers like r.t.o. inspectors,other staff can be called for checks and verification.good governance without corruption can only achieved by strictness.fear is necessary TO BE CREATED AMONG CITIZENS,all is due to large percentage of corrupt people.maximum do not want to pay the right revenue,or not want to work as per rules and regulations.this is the reason the greed of saving extra has developed the tendency of corruption.the advantage such are taking due to no regular checks.once on strictness problem is resolved and no coordination with all departments fail the efforts of others.as for overloading i wrote many times but the concerned are immuned not to check this gives the suspicion of their involvement as the operators say openly.the city bus service was not scheduled,it clears that the concerned are not faithful to their jobs and the city buses have not proved helpful due to not on certain interval,as the staff say that have to complete their kilometers.many political people do not come forward for such causes because they fear loss of their vote bank.no concern to nation losses.this tendency has come due to nobody answerable.much attention can be given if observed outdoor.planning inside never work reality is seen only by observation and routine check and all giving attention to their responsibilities.

very difficult to guarantee for results
the last month was full of anxiety due to movement against corruption and lokpal bill.this is very important and serious matter for the country.all supported the cause because all were not famous but support of film,t.v.,socialites,spiritual leaders and the print media and live media made it very famous and concerned.few politicians also tried to use it for their publicity but it was not supported by the real supporters present who thought that some way attention should come of the government.but the politics and basic complaints have come up.people are demanding that n.g.o.,spiritual leaders organizations,other organizations,religious organizations donations etc must also be covered in this bill.it is true that many industrialists transfer funds to their self styled organizations to save income tax.they are utilizing such places as their personal resorts etc.due to no record of agriculture in these premises they are going to their private use.accounting and balance sheets etc to be inspected by govt approved agencies is very necessary.this is also a corruption to enjoy the facilities like 7 star hotels in the premises under control of few.earlier it was mandatory or sometimes necessary that such were headed by i.a.s. deputed in the district for civil services like d.m.,commissioner a.d.m. or head of some other body. now the founders become life time patrons and succeeded by their successors so their is no direct control on funds transferred in such.
definitely such huge funds sources should be open.if the money comes as gupt Dan in charity boxes such boxes should be sealed and opened and counted in presence of some answerable authority.otherwise all black money will flow in to such people.all unaccountable money is of suspicious accounts.social service has no connection with politics.if somebody is political in past he can never get rid of partiality.many do social service as a profession to gain publicity and afterwards cash it by getting t.v. adds.,serials and sometimes even awards.many times the political parties support few from back curtain to give benefit.no movements for causes should be blackmailing or by creating pressure.if the demands are very soon admitted or early solution comes it means and create doubt of suspicion or conspiracy.
sometimes to give some position to the favorable person and to get the favorable results appointments in committees,boards and nigams are done.sometimes one is obliged or satisfied by giving portfolios or awards or grants.in democracy it is necessary that all should come through proper channel and the elected bodies ruling or opposition should be taken in confidence in appointing such.as per management system those who are already having other responsibilities should not be nominated this gives less attention due to extra responsibilities or extra work.such be given to the experts of this field already in parliament or assembly and can be selected.
so this is to bring attention of all concerned to such causes and those who are in this field of social service or are anxious to serve the country in this way will have to keep in mind the values of social help.any way there should be no personal interests or ambitions.thousands in india are doing social work but their intentions are not to get fame,popularity or focus.all causes are well known to educated,but due to some interest few get themselves in picture,and sometimes benefited also,there had been many social workers who donated all their belongings,gave whole of their life in social help. and never even thought of any returns.many such were like mother Teresa,Florence nightingale and hundreds in india.many even left their kingdom.there are hundreds of indian political leaders who never accepted any portfolio and worked for the country and social causes.
in the end i will brief that to finish corruption crime we will have to start from our homes,profession,parties,political representation.the understanding and willingness to serve the nation from the inner core of heart,seeing the benefit of masses and to forget personal and family interests to suppress own ambitions can only bring the difference.this can bring down the graph of crime.start from yourselves work only for nation forgetting religion,caste,creed or community.humanity and love for human-being will itself bring discipline and hate towards wrong.desires will itself suppress if common understand the values,proving the proverb,HONESTY IS THE BEST POLICY.simply making laws will not work they will act only on those who are caught red handed.to finish completely all will have to feel guilt for bribe etc.one can set example other can follow.but success will be if done impartially for all.feeling the responsibility people have given.

politics and its definition and politicians.
politics and politicians are since the development of civilization.you can find politics in all systems and even your life and family.the best politician wins and get recognition and he also cashes it. there are very few politicians like sardar bhagat Singh,mahatma Gandhi Abraham Lincoln subhas Chandra Bose and in new generation shri atal bihari vajpayee maulana Abdul kalam who always stood on their values and never gave any space to corruption.Dr. b.r. ambedkar tried its level best to prevent corruption while framing the constitution of india.the draw back is that the people found out lacuna's and no attention or strictness made it cancer for the society.
this is politics when something is near to maturity the credit is taken by wise and the team who was fighting for it is forgotten.the media social workers writers critics reformers are working for elimination of corruption since long.those who are in highlight are only those either who are in film or t.v. industry or fame in other fields but those actually working never get any praise. as i have clearly written in my comments earlier that all successes are the cumulative efforts of thousands.they are those who work only for their nation and are true nationalists.one of the forgotten efforts are in indian history. the background of independence was made by thousands of freedom fighter out of many sacrificed their lives. they remained only in history and nobody in history recommends them for bharat ratna this must have been small tribute to them. a cricket player is recommended why because people of present generation is fond of cricket.this is the way to come in lime light.
the problem in present scenario is to come live in media through t.v. or news papers.such happened during the visit of the former president Mr. kalam in agra.due to people only interested in photo session or coverage Dr. kalam was uneasy and left the programme in between.i had written a lot since 2001 since when i joined myself to work for society to p.m.o.,c.m.,news papers,columns on Facebook and through my blogs.but the system even not replied that action was taken.so what i always write that politics is for those only who really want to work for nation and are competent to govern.it is not easy to direct administrative experienced class.the results are not seen that many were not fair in their giving full to their responsibilities. they were more involved to see their own business and had so many portfolios that they could not give justice to all.politics is a full time job and those who get opportunity to serve nation its their responsibility to give full time to it.when they get a minister job they should quit from their job they are doing for the period they are are on the post.a simple manager of factory can not see two responsibilities then how on such a big position of a Cabinet minister can be seen with other professions.
to give good governance one will have to give all to the position then only good results.what i see i comment if one is head of many associations etc. he is involved in them and during this period the secretariat works are pending or delayed.their should be one post to one and he should work and present in office after parliament affairs.all needs time for proper decision and as per management laws one cannot give his best if overloaded.so politics is very good and respected field and need many reforms.this only possible when all political parties also review their policies and structure to manage and watch such.good political parties can change the scenario and only then right representational can come in parliament.all political parties will have to revise the norms of selection and then they can achieve better results. if right and competitive candidates will come the vote losses in many candidates can be minimized.strong governments in central and state are now very essential to make strict laws and if educated and deserved candidates will represent all parties then corruption will itself eliminate.the senior competent experienced not selected on basis of any other ground except its work and ability will give strong representation.this will also bring strong competition and bring interest among educated and high class who report less in voting for elections.this is the main reason of no majority governments since decades and need attention of political parties and politicians in national interest.

law and order only if discipline
may be my writings tease few but are fruitful and agreed by mass.yesterday i had to go to court for one of my civil case.my habit is to watch on way what all going on. three wheelers are very good friends of r.t.o.,and other concerned.overloading continues,marcopolo have understanding to not run on time.any how packed in auto taxi i reached bhagwan talkies crossing from kamla nagar.there at 10.30 as usual all enjoying liberty of parking any where.the cones kept were on rest somewhere.as per many r.t.o. department will not check us because kamla nagar,bye-pass,m.g. road is not in jurisdiction.if sometimes he comes we get the information on our mobiles by our mediators who collect parchi on different parking's so nothing very serious.how to hope for discipline if no fear.
o.k., now if you enter inside civil court only no parking area near district judge cabin,but you can see in whole campus motor bikes,scooters cars,though there is so much big parking if the bar council members do not follow then why to expect from others. the self constructed offices and vendors shades are so dangerous for tall persons and give a view of fish market of some old city.it is possible to construct in a organize way and more space for new comers can be created.the land is in bad shape due to unplanned existence.on other side protests always for bench of high court how in such atmosphere.
i am surprised that the courts sit earlier and advocates come later on,generally the courts are idle before 12.00,except some work goes on of the benefit of leave from the date.many times i saw that the judges go back to their cabins when no party turns up. so in delay of justice many have role.once in an interview to dainik jagran i suggested that fees of advocates may be increased and interest may be taken to not to delay cases for controllable reasons. one of my fathers case in collectorate in allotment department is pending since 2009 due to no reasons.to accelerate the case i gave new application so that the facts may come out that the premises is vacant or not but nothing happened.case no -25/2009 of kotwali ward.in the court of honorable additional magistrate agra.the rush on such places is all due to unnecessary delays,and again their are many factors of delay,someone have advantage to occupy,some interest of mediators etc.
so coming to point that law and order can only be maintained if the public wants reforms keeping aside his facility,interests etc. much can be controlled if all want that their city,public places,stations stands may look attractive but for that something to loose is corruption behind.anti-socials all over such places to be detected to control wrong activities.besides it all concerned departments should be vigil when a common man like me know the lacuna how people are behaving on such places then why no such action by concerned.
so to bring all on line review of minds,organizations,associations is necessary.all will have to cooperate in good works keeping away little personal interests,enjoy the liberty but not at the costs of other rights

festivals in india..
in my previous blogs i have written about many festivals,there is reason,story,belief, behind every festival of all religions.now i will start from holi which we all are celebrating in indian subcontinent.
the indian spiritual leaders and saint,prophets,all when started any festival or system there was a reason strongly behind it.the people in name of god easily follow strictly.holi is celebrated in spring season when there is leaves shedding all over,everywhere there is vast dry stems,leaves etc.so people were asked to collect at a suitable place,puja was fixed so that people may add perfumed material,to make the environment pleasant,lord Vishnu is worshiped,story of prahlad is remembered to show that evil can not win.god saves the right.if people must not have remembered the great prahlad story then there must have been environmental problem to collect unrequired things.in the name of evil people burn the wrong with fire,forget the differences,meet with their rivals by putting holy colors on their forehead,sing songs,hug each other and try to forget the misunderstandings or hatred created due to some reasons.leaving exceptions who on such occasions also keep bad ideas in their mind or heart.they can be called the army of devils.true follower of religion follow the instructions of religion by heart and apply on himself for long.if exceptions improve then the earth can become heaven.
all religions festivals are to improve the society.the laws of all religions were made to prevent people doing wrong those who not follow are called anti-socials or devils.such are only the hindrance in development of society.all festivals are made to celebrate something,generally after the crops ripe and work in fields are over and farmers are free.farming is the oldest profession and all is related to it.the directions are such that people may enjoy,serve the society,social gatherings,s.service,help to poor,sale of goods,distribution of income,to save the environment etc.as for example strictly not to make dirty the rivers,it the reason they were called sacred.but there are anti socials who make them dirty by throwing garbage,effluent,discharge etc.to save a little they do not even the religion,their aim is money that's why they are called antisocial or corrupt.corruption rise is only due to anti-socials they are bigger then other illegals because due to such only corruption,bribe has increased in society.antisocial give shelter to criminals and never follow the religion.so to prevent and improve such religions were formed.religion is a constitution if applied properly,followed properly law and order.law and order is maintained by citizens,anybody will have to accept it morally,it comes from the inner core of heart,nobody or law,administration can prevent,they are only to prevent worst conditions,and cannot be blamed on every person vigilance or security can not be put.if citizens become religious and take lesson from past and during celebrating any festival go deeply why it is celebrated then they can understand the realty.ramrajya in the time of shri. the indian spiritual leaders and saint,prophets,all when started any festival or system there was a reason strongly behind it.the people in name of god easily follow strictly.holi is celebrated in spring season when there is leaves shedding all over,everywhere there is vast dry stems,leaves etc.so people were asked to collect at a suitable place,puja was fixed so that people may add perfumed material,to make the environment pleasant,lord Vishnu is worshiped,story of prahlad is remembered to show that evil can not win.god saves the right.if people must not have remembered the great prahlad story then there must have been environmental problem to collect unrequired things.in the name of evil people burn the wrong with fire,forget the differences,meet with their rivals by putting holy colors on their forehead,sing songs,hug each other and try to forget the misunderstandings or hatred created due to some reasons.leaving exceptions who on such occasions also keep bad ideas in their mind or heart.they can be called the army of devils.true follower of religion follow the instructions of religion by heart and apply on himself for long.if exceptions improve then the earth can become heaven.
all religions festivals are to improve the society.the laws of all religions were made to prevent people doing wrong those who not follow are called anti-socials or devils.such are only the hindrance in development of society.all festivals are made to celebrate something,generally after the crops ripe and work in fields are over and farmers are free.farming is the oldest profession and all is related to it.the directions are such that people may enjoy,serve the society,social gatherings,s.service,help to poor,sale of goods,distribution of income,to save the environment etc.as for example strictly not to make dirty the rivers,it the reason they were called sacred.but there are anti socials who make them dirty by throwing garbage,effluent,discharge etc.to save a little they do not even the religion,their aim is money that's why they are called antisocial or corrupt.corruption rise is only due to anti-socials they are bigger then other illegals because due to such only corruption,bribe has increased in society.antisocial give shelter to criminals and never follow the religion.so to prevent and improve such religions were formed.religion is a constitution if applied properly,followed properly law and order.law and order is maintained by citizens,anybody will have to accept it morally,it comes from the inner core of heart,nobody or law,administration can prevent,they are only to prevent worst conditions,and cannot be blamed on every person vigilance or security can not be put.if citizens become religious and take lesson from past and during celebrating any festival go deeply why it is celebrated then they can understand the realty.ramrajya in the time of shri. reasons behind increase of crime graph...
the different ideas come in my mind because i keep my eyes,ears open during on the way.suspicions arises due to activities.i often see many roaming near banks,indulged in talk at vendors shop.such have friendship with many only to pass time on such shops where nobody can point out them any reason to be there,an excuse to buy something or talking to a friend..
they are also accompanying in such events which generally happen on main crossings.they stand near booking windows,near railway station hotels,historical places,and other public places like stands.but how to prevent such this can be done only by intelligence agencies,police and other security forces.daily roaming at such places is the reason by such with foreigners,travelers,locals.when we know that many incidents happen in private taxis,other conveyances why routine strict check is not done.seeing the unity of such drivers,stands contractors nobody can dare to say anything to them.daily nuisance on overloading with passengers on kamla nagar and other routes can be seen.never seen bothered of checking,many times old and fat are asked to go by some other vehicle because such prevent four passengers on back seat.if anybody objects the blame is on concerned departments.
so if strictness will not be there definitely no chance to control crime,corruption etc.many times i wrote that the way to control is that all departments concerned will have to do surprise checking without any information in dept. to prevent leakage.when the vigilance can check such big scams they are very small and controllable and the offenders need to be punished who defame the departments.the suvidha what they call not goes to the culprits as propaganda is done to benefit their own,and mediators pockets.this has also become a profession.many can be seen with caps and sticks on highways stands,other places.why not prepaid booths like other states.
the problem increased till when it became indirect in the hands of subcontractors,sometimes they continue even when the tax is finished.the corruption was less when such revenue collection was in direct hands of n.m.p.,people pay extra on this account not knowing the reality.to improve the image it is necessary to check the right or wrong.the biggest mode used in crime is conveyance,if routine check for all reasons done punctually definitely improvement can be seen.if the officers on duty keep a good vigilance and all related department cooperate the rate of crime will be negligible,and fear for law and order,discipline can develop among the citizens.that will be fruitful for all.nothing can be written directly the philosophers,critics,writers,social activists,environmentalists can only give clue through their works.they live with society and also face personal grudge due to such comments.i observed anguish of few when i commented on some topic on zilaprashaasan,but such political comments make us more perfect in writing.we prevent such so that our aims may not be effected due to unnecessary conflicts.many such suggestion to see i wrote years back to government.much can be prevented by law.

pollution and pollutants..
i have written much on pollution on my website active to save planet.blog spot.com and in my other articles.water treatment was a part of profession due to my association with chemicals,leather,allied industries.i understand well that treatment of water is not easy.the factories which had vast land and big projects had primary and secondary treatment.the water after secondary treatment is required as per specification free of all hazardous chemicals.generally the factories are situated never river banks and the discharge of all factories mix.some take advantage because they are not directly answerable. though the organizations who have vast land use it for agriculture.the second problem always is of disposable of sludge which is separated in primary treatment.though principally it goes to beds which filter the excess water but for those who have less capacity give chances to throw earlier to the low lying areas or elsewhere.
so my observation is that the problem is more in those areas where there is common secondary treatment plant generally run by govt.boards.this was the mistake of pollution boards who allowed the factories the n.o.c.,without seeing the work area.this has happened more in clusters which had old lines to dispose and to connect them was not easy task to centralize for secondary treatment.in such cases permission must have been given to those who can manage secondary treatment.on this point strictness must have been taken with those factories who are on river banks and between cities.the allowances we give and the advantage the users take.to save few thousands the discharge is manipulated.the accesses of the factories were not closed saying other use water or rain water will flow.
the alternate was to transfer such polluting industries to new industrial areas where an eye cumulatively can be kept.there should be no compromise of logging water at one place or in low lying areas,as the case is in unnao and Lucknow Kanpur highway the stinking can be smelled on crossing by train or by road.at dewas i have seen that the water after treatment never stink ed though it is discharge of same nature.i also not saw this in ankleshwar and other industrial areas of Gujarat.this has happened only due to cooperation of industries and the treatment agencies.industries are thickly populated there in comparison to Delhi,haryana,and uttar pradesh.
lack of awareness and no love to nature and rivers has caused serious threat on the banks of river yamuna,ganga.though we consider them sacred but we throw all garbage containing polythene,dead, carcasses,animal remains,sewage discharge,factory discharge etc.people are just bothered to save money in treatment and their effluent treatment plants are just show pieces.the pollution boards and governments is not strict as it should be.nothing concrete was done except seminars and statements.no fish in yamuna and ganga is itself a proof of pollution level.the sewage treatment plants in cities are under capacity and the biological oxygen demand and chemical oxygen demand is not at all as per specifications.the rivers are full of sludge and polythene s because they were not actually cleaned,but shown on papers crores spent in drazing bu physically nothing done.n.g.o.s and environmentalists are only limited up to seminars,statements and columns.daily i see in news about such but that will not work.though poly bags were stopped and banned but then you can find on roads,shops,its use.administration got tired by checking because people not cooperated.hidden use like thieves continued.

Indians find out alternatives immediately when strictness on sale was done they are now bringing from sadabad,other nearby areas where it is not banned.when weight and measures checked gas cylinders at go-downs the game is done before delivery and making supply so late that the consumer receive it in urgency.when strictness on medicines,duplicate products,call girls on seb ka bazaar etc was done at source they migrated and spread-ed all over the city not easily controllable.
so what can be done if only to earn money is the criteria,due to leakage of information from concerned DEPARTMENTS NOBODY DARE TO INFORM BECAUSE IT BECOMES PERSONAL HATRED OR JEALOUSY.....
my anguish is with the responsible-s not cooperating due to personal interests whatever may be otherwise a routine check and coordination of all departments can prevent all problems either of pollution,environment or crime,antisocial activities,adulteration,black marketing etc..by cooperation of all and obedience, city agra can be again clean.
