i have written much on pollution on my website active to save planet.blog spot.com and in my other articles.water treatment was a part of profession due to my association with chemicals,leather,allied industries.i understand well that treatment of water is not easy.the factories which had vast land and big projects had primary and secondary treatment.the water after secondary treatment is required as per specification free of all hazardous chemicals.generally the factories are situated never river banks and the discharge of all factories mix.some take advantage because they are not directly answerable. though the organizations who have vast land use it for agriculture.the second problem always is of disposable of sludge which is separated in primary treatment.though principally it goes to beds which filter the excess water but for those who have less capacity give chances to throw earlier to the low lying areas or elsewhere.
so my observation is that the problem is more in those areas where there is common secondary treatment plant generally run by govt.boards.this was the mistake of pollution boards who allowed the factories the n.o.c.,without seeing the work area.this has happened more in clusters which had old lines to dispose and to connect them was not easy task to centralize for secondary treatment.in such cases permission must have been given to those who can manage secondary treatment.on this point strictness must have been taken with those factories who are on river banks and between cities.the allowances we give and the advantage the users take.to save few thousands the discharge is manipulated.the accesses of the factories were not closed saying other use water or rain water will flow.
the alternate was to transfer such polluting industries to new industrial areas where an eye cumulatively can be kept.there should be no compromise of logging water at one place or in low lying areas,as the case is in unnao and Lucknow Kanpur highway the stinking can be smelled on crossing by train or by road.at dewas i have seen that the water after treatment never stink ed though it is discharge of same nature.i also not saw this in ankleshwar and other industrial areas of Gujarat.this has happened only due to cooperation of industries and the treatment agencies.industries are thickly populated there in comparison to Delhi,haryana,and uttar pradesh.
lack of awareness and no love to nature and rivers has caused serious threat on the banks of river yamuna,ganga.though we consider them sacred but we throw all garbage containing polythene,dead, carcasses,animal remains,sewage discharge,factory discharge etc.people are just bothered to save money in treatment and their effluent treatment plants are just show pieces.the pollution boards and governments is not strict as it should be.nothing concrete was done except seminars and statements.no fish in yamuna and ganga is itself a proof of pollution level.the sewage treatment plants in cities are under capacity and the biological oxygen demand and chemical oxygen demand is not at all as per specifications.the rivers are full of sludge and polythene s because they were not actually cleaned,but shown on papers crores spent in drazing bu physically nothing done.n.g.o.s and environmentalists are only limited up to seminars,statements and columns.daily i see in news about such but that will not work.though poly bags were stopped and banned but then you can find on roads,shops,its use.administration got tired by checking because people not cooperated.hidden use like thieves continued.
i wrote many times that those who are other duties in area can manage this.challan book with less amount of fines earlier and on disobedience they can inform their seniors for high fines.this can be stopped only by help of cleaning department and their inspectors,supervisors who are in their area daily and can informs about real offender. Indians find out alternatives immediately when strictness on sale was done they are now bringing from sadabad,other nearby areas where it is not banned.when weight and measures checked gas cylinders at go-downs the game is done before delivery and making supply so late that the consumer receive it in urgency.when strictness on medicines,duplicate products,call girls on seb ka bazaar etc was done at source they migrated and spread-ed all over the city not easily controllable.
so what can be done if only to earn money is the criteria,due to leakage of information from concerned DEPARTMENTS NOBODY DARE TO INFORM BECAUSE IT BECOMES PERSONAL HATRED OR JEALOUSY.....
my anguish is with the responsible-s not cooperating due to personal interests whatever may be otherwise a routine check and coordination of all departments can prevent all problems either of pollution,environment or crime,antisocial activities,adulteration,black marketing etc..by cooperation of all and obedience, city agra can be again clean.
